The initiative has been structured into two distinct phases, each targeting specific corridors and drawing on modern resurfacing methodologies. Phase One, which commenced this August, encompasses five critical routes and is budgeted at RM61.64 million, with contractors working within a 24-week delivery window. Phase Two, scheduled to launch in September of the following year, covers three additional routes spanning 15 kilometres at a cost of RM43 million, bringing the combined expenditure to RM104.64 million. This substantial financial commitment reflects the Malaysian capital's recognition that deferred maintenance ultimately becomes far more expensive than planned capital investment.

The new initiative projects a 50 per cent extension to road lifespan compared to standard repair approaches, with the additional benefit of reducing ongoing maintenance expenditures by approximately 40 per cent. This efficiency gain translates to freed-up budgets that municipal authorities could redirect toward other pressing urban needs, from public transport to community facilities.
To minimise disruption to Kuala Lumpur's perpetually congested traffic networks, resurfacing operations have been strategically confined to overnight hours between 10 pm and 5 am. This scheduling constraint necessitates that main routes remain partially operational throughout works, requiring careful phasing and coordination. Hannah Yeoh acknowledged this operational challenge candidly, noting that while full road closures might accelerate completion, the traffic displacement costs to the city far exceed the benefits. The overnight-only approach represents a pragmatic balance between necessary infrastructure renewal and the economic reality that gridlock itself imposes tremendous costs on commerce and commuters.
Kuala Lumpur Mayor Datuk Seri Fadlun Mak Ujud highlighted the selection of the 'mill and pave' resurfacing method as central to the programme's success. This advanced technique removes the top layer of deteriorated asphalt and replaces it with new material in a single integrated process, producing superior durability and bonding compared to conventional patching overlays. The method's higher initial cost is justified by its extended service life and reduced future maintenance requirements, making it economically rational for high-traffic routes bearing significant load stresses from commercial vehicles and daily commuter congestion.
The first phase encompasses five strategically important corridors that experience substantial traffic volumes. These routes include the Sultan Iskandar Highway connection via Jalan Damansara to Jalan Istana, the Syed Putra Roundabout approach toward Mid Valley Megamall on both inbound and outbound directions, Jalan Sultan Ismail between Jalan Kuching and Jalan Imbi, Jalan Ampang spanning from the Intermark slip road to Jalan Raja Chulan, and critical sections of the Kuala Lumpur-Seremban Highway approach from the old airport vicinity. Each route serves as a vital artery for the city's mobility network, and their degradation would cascade into broader traffic consequences affecting regional connectivity.
Phase Two, commencing the following September, targets equally significant corridors including the Batu Caves Roundabout connection to Jalan Sultan Sulaiman Junction via Jalan Kuching and Jalan Kinabalu, the Kampung Pandan Roundabout approach to PJD Tower along Jalan Tun Razak, and the final section of the Kuala Lumpur-Seremban Highway from the city's symbolic arch extending to the Kuala Lumpur-Selangor border. This phased approach allows for controlled resource allocation and provides time for learning and refinement from Phase One execution.
Beyond basic resurfacing, the programme incorporates advanced materials and safety enhancements that elevate infrastructure quality beyond what many Malaysian cities currently deploy. Stone Mastic Asphalt (SMA14) and light-reflective thermoplastic paint have been specified for their superior performance characteristics. SMA14 offers enhanced resistance to heavy vehicle loads and high temperatures, addressing the particular stresses imposed by Malaysia's tropical climate and the nation's substantial logistics sector. The reflective paint markings improve visibility during monsoon conditions and nighttime travel, directly contributing to accident reduction on crucial transport corridors.
From a regional perspective, Kuala Lumpur's road renewal programme merits attention from other Southeast Asian metropolitan authorities.
